Regulations for Developing Party Members in Student Party Branches of Changchun Normal University


I. Application to Join the Party

  1. Submitting an Application

    • Eligibility: Advanced individuals from various social sectors, aged 18 and above, who endorse the Party’s program and constitution and are willing to join and actively participate in Party activities, adhere to its decisions, and pay Party dues.

    • Process: Submit a written application to the Party organization at one’s place of study or work, or to the local Party organization if the work or study unit lacks a Party branch.

  2. Interview with the Party Organization

    • Time: Within one month of receiving the application.

    • Conducted by: The Party branch secretary, deputy secretary, or organizational committee member.

    • Purpose: Understand the applicant’s background, introduce Party membership requirements, and provide guidance.

II. Identification and Training of Prospective Party Members

  1. Recommendation and Identification

    • Eligible Candidates: Those who have submitted an application and undergone an interview.

    • Process: Identified through Party member recommendations and organizational nominations. The branch committee (or general meeting if no committee exists) makes the final decision.

  2. Approval by Higher-Level Party Committee

    • The Party branch submits candidate information for higher-level review.

  3. Assigning Mentors

    • Role: One or two formal Party members guide prospective members, introduce Party knowledge, and assess the candidate’s conduct and commitment.

  4. Training and Evaluation

    • Methods include attending Party lectures, participating in relevant activities, and completing structured training.

III. Selection and Evaluation of Potential Party Members

  1. Selection Criteria

    • Candidates are eligible if they have undergone at least one year of training and evaluation and meet Party membership conditions.

  2. Approval and Mentor Assignment

    • Candidates approved by the branch committee are assigned two formal Party members as mentors, who complete the training and education tasks.

  3. Political Review

    • The review includes the candidate’s stance on Party principles, political history, adherence to law and ethics, and background of close relations.

  4. Centralized Training

    • Conducted by the grassroots Party committee or the county-level Party committee, with a minimum of three days or 24 hours of training required.

IV. Admission of Probationary Party Members

  1. Branch Committee Review

    • Gathers input from Party members and the community, conducts a thorough evaluation, and collectively decides on the candidate’s qualifications.

  2. Higher-Level Review and Pre-Approval

    • The higher-level Party committee verifies conditions and notifies the branch of approval, providing the candidate with the Party membership application form.

  3. Filling the Application Form

    • Completed under the guidance of the mentor, following all instructions.

  4. Branch General Meeting

    • The candidate presents their motivations, background, and views. Members discuss and vote by secret ballot, requiring a majority to pass.

  5. Higher-Level Committee Interview and Approval

    • Conducted before final approval to further understand the candidate and help them deepen their commitment.

  6. Documentation and Approval

    • The higher-level committee reviews all procedures and conditions, approving within three months and reporting to the organizational department.

V. Education, Evaluation, and Formalization of Probationary Members

  1. Integration into Party Units

    • Newly approved probationary members are assigned to a branch for ongoing education and evaluation.

  2. Party Oath Ceremony

    • Organized by the grassroots Party committee, including the Party anthem, oaths, and speeches to formally induct new members.

  3. Continued Education and Evaluation

    • Probation lasts one year, with activities including Party life participation, individual reporting, and training.

  4. Formalization Application

    • Upon completing probation, members submit a written request for formalization.

  5. General Meeting Discussion

    • Following the same process as probationary membership, the branch committee votes on formalization.

  6. Higher-Level Approval

    • Formalization requests are approved within three months.

  7. Archiving Documents

    • Completed Party membership materials are stored in the member’s personnel file or in the Party archive if they lack a personnel file.
